This means for property owners, the spaces must be planned from the start. They are generally adjacent to the major pedestrian entrance, and the total distance from the bay to the entrance should be considered, not just the parking bay itself.
Car Park Size and car park count are closely linked. A site may be big enough for several spaces, but still not provide the number of spaces required in the local planning scheme. In Victoria, the number of spaces required is based on the use, the relevant category in Table 1 of Clause 52.06-5 and a schedule in the Parking Overlay. When the use isn't listed, it's up to the responsible authority to determine the number of spaces required based on the policies, surveys, floor area and site features.
So you might see a difference in parking solutions for two sites with the same land size, but different uses. A store, warehouse, doctor's office and a home will not all require the same parking. It's not all about land size.
It's not just the numbers that matter. Planning Victoria also notes that a planning permit can be used to change the minimum or maximum parking rates, but this must be based on a car parking demand assessment. The authority can take into account travel patterns, public transport connections and accessibility, walking and cycling infrastructure, shared parking and the efficiency of the parking spaces over time.
